FRAMINGHAM – The 11-member Framingham City Council unanimously approved Blake D. Lukis, as the new Framingham Department of Public Works Director. Lukis has served as Acting Director since March 2020, when Peter Sellers retired.

Mayor Yvonne Spicer selected Lukis to lead the department on July 9. The City Council had 30 days to approve the appointment or reject it. No action, and he would have been automatically promoted.

As Deputy Director, he was responsible for the oversight, administration, and operations of Water and Wastewater, Administration and Finance, Fleet and Facilities, Engineering and Transportation, Highway and Solid Waste, Lighting, and Signals Programs within DPW.

In 2014, Lukis was hired to oversee Framingham’s Water and Wastewater Departments in DPW. In that role, he was directly responsible for the operation and maintenance of the departments to ensure safe drinking water for residential and commercial uses, as well as fire suppression, and the collection and transport of wastewater to the MWRA in conformance with applicable federal and state regulations.

“When we began our search for the new DPW Director, I knew we had big shoes to fill,” said Mayor Yvonne M. Spicer. “I’ve long admired Blake’s leadership skills and observed the respect he’s earned from his team and peers. During the last few months through the pandemic, I have witnessed firsthand how he manages in a crisis, which confirmed that he is the right person for this job.”

“To carry on DPW’s outstanding work and service in Framingham is an honor,” said Lukis. “I look forward to working alongside Mayor Spicer and the men and women of the City to build upon excellence.”

Lukis has a Bachelor of Science in Civil Engineering Technology and graduated with a certificate in Local Government and Management from Suffolk University. As well, he is a Massachusetts Certified Public Purchasing Officer; holds Massachusetts State Drinking Water Supply Facilities Licenses: D4 and T2; and OSHA safety certification.

The appointment is through June 30, 2023.
