FRAMINGHAM – Reporting directly to the President, the Dean of Strategic Enrollment Management/ Chief Enrollment Officer (“Dean”) is a member of the executive team and serves as chief admissions and enrollment officer for Framingham State University, with responsibility for strategic planning initiatives, operational management, and goal attainment related to recruitment, admissions, enrollment, and financial aid. 

The Dean also oversees the operations of Univeristy’s Marketing department and its critical intersection with recruitment and enrollment objectives.

The Dean participates in strategic planning processes as well as routine problem-solving and management processes.

The Dean will be joining the University at an exciting time, as new President, Dr. Nancy Niemi, has focused the campus on developing a new strategic enrollment plan to position itself for growth as the University embarks on a rebranding and reassertion of its founding purpose as a public institution meeting public need and serving the public good. 

Enrollment is currently approximately 3,000 undergraduates and 1,000 graduate students.  FSU aspires to achieve an increase in both the numbers of students and net tuition revenue.

As an institutional strategist, the Dean will play a pivotal role in ensuring that FSU maintains a comprehensive enrollment strategy and that all related processes are optimally structured and effectively managed.

The salary range is $140,000 to $150,000.

  • Provides strategic oversight in the development, implementation, and management of all recruitment, admissions, enrollment, financial aid, and marketing policies, procedures, systems, and operations. Manages the strategic relationships between the functional areas performing related tasks. 
  • Responsible for all related administrative systems for recruitment, admissions, financial aid, and marketing.
  • Develops, implements, articulates, and oversees a comprehensive university strategic marketing and enrollment management plan.
  • Serve as the University expert on matters of recruitment, admission, marketing and financial aid practices, policies and strategies.
  • Establish measurable goals and objectives for areas of responsibility and develop/execute plans to achieve those objectives.
  • Works closely with FSU’s executive staff, academic unit leaders, faculty, staff, and others to insure clear communication and appropriate enrollment management and planning and to meet the university’s recruitment, admissions and yield goals.
  • Collaborates and liaises with Assistant Dean of Graduate Recruitment (reporting to Dean of Graduate and Continuing Ed) on matters related to graduate student enrollment.
  • Partners effectively with the athletics department for the effective recruitment of student-athletes.
  • Facilitate the collection, analysis, and reporting of data related to recruitment, admissions, enrollment, financial aid, and marketing.
  • Develops enrollment forecasting and predictive models for new and existing programs
  • Manages collection and analysis of enrollment data and prepares presentations and recommendations to university leadership and community members.
  • Consistently ensures the delivery of quality and responsive programs and services through effective assessment of outcomes of enrollment management programs.

  • Conceptualizes, plans, and executes strategic recruitment- and retention-focused marketing and branding.  Provide leadership in the development of all admissions literature as well as other marketing and advertising materials.
  • Provide leadership in the development and execution of student financial aid policies, procedures, awards, scholarship programs, and budget levels.
  • Oversees development and management of budget for all functional units in division.
  • Facilitate Enrollment Data Team, Enrollment Planning Group, Financial Aid Planning Group, and Enrollment Marketing Group.
  • Facilitate non-matriculated/credit-bearing registration processes that support future degree-seeking enrollment.
  • Facilitate post-matriculated enrollment processes designed to promote student retention.
  • Insure all functional areas provide consistent high-quality customer service and support to prospective and current students and their families.
  • Serve as institutional representative to the Massachusetts State University Chief Enrollment Officer Group.

  • Reflect, articulate, and promote the mission, vision, and identity of the University, both internally and externally.
  • Participates as a member of the executive staff by serving on various councils and committees and serve as a liaison to various internal and external groups.

WORKING CONDITIONS:

This position is primarily located on the FSU campus.  Limited remote work flexibility may be available in accordance with FSU’s Staff Telework Guidelines.  Most work takes place in a traditional office environment and in spaces across the FSU campus.  Meetings occur on campus and online using remote meeting platforms.  This position may be expected to participate in direct recruitment travel and activities. 

MINIMUM QUALIFICATIONS:

  • Master’s Degree, preferably in higher education, marketing, organizational leadership, or other related field.
  • Ten years of higher education experience in enrollment management, admissions, and/or financial aid
  • Demonstrated, progressive, and strategic leadership experience in higher education with a minimum of 5 years previous supervisory experience
  • Comprehensive knowledge of enrollment management best and next practices, and the ability to apply these in complex, difficult and/or unprecedented situations;
  • Competency in analyzing and organizing information and deriving actionable insight from data to produce results;
  • Strong interpersonal skills including ability to build strong relationships
  • Strong writing, editing, and public communication skills

ADDITIONAL QUALIFICATIONS:

  • Demonstrated leadership in implementing strategic initiatives around enrollment and academic operations.
  • Experience advancing new enrollment processes, strategies, systems, and technologies by collaborating across functions and with other campuses or programs;
  • Knowledge and familiarity with developing financial aid/scholarship/fundraising and marketing strategies to meet targeted goals and drive enrollment;
  • Success employing outcomes and metrics-based, creative marketing strategies to achieve enrollment goals;
  • Experience with financial aid models, federal aid, and loan assistance programs
  • Budget management experience
