FRAMINGHAM – Mayor Charlie Sisitsky is re-nominating current Commissioner Robert Merusi to the Framingham Housing Authority for another term.

And Mayor Sisitsky is nominating Stephen Joyce to the union spot on the 5-member Housing Authority.

Both appointments require the confirmation of the City’s legislative branch of government, the 11-member City Council.

If no action is taken in 30 days, the appointments become automatic.

Merusi’s term had expired in June of 2021, but former mayor Yvonne Spicer took no action on it and Merusi continued to serve until new appointment was made.

The 5-member Framingham Housing Authority convenes monthly to oversee the Authority’s management of public housing: modernization/preventative maintenance, state and federal finance, section 8 voucher program, and family housing.

“Merusi has served on Framingham Housing Authority Board since 2001. He brings extensive experience in public budgeting and finance, policy development, capital planning development and oversight and is familiar with the wide rang of aspects of public housing operations,” wrote the Mayor.

Merusi was the Town of Framingham’s Parks & Recreation Director from 1989 to 2014.

Joyce is a 44-year member of the Carpenter’s Union and a 30-year resident of Framingham.

Joyce “is the Executive Director at North Atlantic States Carpenters Labor Management Program. Previously, he held the position of Outreach Coordinator for the Office of the Attorney General, Fair Labor and Business Practices Division.

Four members of the Housing Authority are appointed by the City of Framingham Mayor, of which one must be a resident and one must be a union member. And one member is appointed by the Governor.

City Council Vice Chair Janet Leombruno is Gov. Charlie Baker’s appointee. Her term ends in April 2024.

Long-time member Stephen Starr recently stepped down as chair and as a Commissioner.

The other members of the Commission are Janice Rogers, whose term ends in June 2024, and resident Commissioner Phyllis A May, whose term ends in June 2023.
