FRAMINGHAM – The City of Framingham is advertising for an Acting Director of Planning & Community Development.

The currently acting director has submitted her resignation and will leave the City before the end of March

The full-time position has a salary range of $113,000 to $125,000.

The director performs “supervisory, administrative and professional work in planning, organizing and directing all Department services and activities. Provides the community with an efficient and rational system of land use and building management and controls.”

The position is appointed by the Mayor but needs legislative approval. A majority vote of the City Council is needed to approve the nomination.

The Director:

  • Manages the Framingham Master Plan, Housing Plan, Economic development and Conservation function.
  • Coordinates City responses to business-related opportunities and issues.
  • Serves as a catalyst in attracting development and implementing projects.
  • Supervises the City’s local development permitting and regulatory process to insure consistency with City plans and neighborhood preservation and protection.
  • Responsible for the planning management in the City which includes involvement in shaping the direction and completion of land use, environmental and planning projects.
  • Maintains the subsidized housing inventory, updates and implements the housing plan.
  • Manages the CDBG program; monitors program activity and engages on select issues.
  • Manages programs and department staff; reviews requisitions, prepares and monitors budgets, and hires, counsels and develops staff.
  • Conducts field inspections for planning studies, and development proposals to ensure compliance with approvals and regulations.
  • Represents the City and Division in public forums; prepares and presents formal presentations to the City Council and the Council Sub-committees and Planning Board.
  • Provides information and guidance to members of the public and land use owners as required pertaining to land use and zoning matters.
  • Serves as Downtown Director with the responsibility of coordinating all public and private projects within the downtown area.
  • Prepares formal Requests for Proposals (RFPs), and participates in the process.
  • Ensures communication and coordination with the Planning Board and Framingham Inc.
  • Identifies grant opportunities, oversees application development and coordinates execution with other Divisions and oversees the administration of grants received.
  • Performs similar or related work as required, directed or as situation dictates.

The Director should have a Master’s Degree in Urban Planning or related field; seven to ten (7-10) years of progressively responsible experience in municipal planning; significant economic development experience; three years of experience in a supervisory capacity; or any equivalent combination of education, training and experience. AICP and CECD Certifications desirable.

The director reports to the Mayor.

The position was posted on March 9, but the City’s human resources website crashed last weekend and was not fixed until late Thursday, March 17. So it is unknown if the 30 day posting will be through April 9 or April 17.
