FRAMINGHAM – The 11-member Framingham City Council unanimously endorsed Mayor Charlie Sisitsky selection of Framingham resident Kathy Davies O’Leary to be the City of Framingham’s next Human Resources Director.
This was the first time the City Council voted on a nomination by the Sisitsky administration.
Early Tuesday night, the 3-member Appointments subcommittee voted 3-0 to recommend O’Leary to the full Council.
Later Tuesday night, the Council voted 11-0, on a motion by District 4 City Councilor Michael Cannon.
O’Leary, who publicly-supported Sisitsky during the mayoral campaign last year, is currently the Human Resources Administrator for the Dedham Public Schools. Dedham Public Schools Superintendent Michael Welch, the former Framingham High Principal hired O’Leary in March of 2016.
Prior to that O’Leary was Director of Human Resources for Newton-based Keyes North Atlantic from 2008-2015.
O’Leary, who attended the subcommittee and the full City Council meeting Tuesday night, told the Councilors she was very excited to “combine her work life with her passion” for her community.
She said “municipal work” has an “impact on day-to-day life” and she is “excited” for the opportunity.
Mayor Sisitsky told Councilors with the approval, O’Leary will start on Monday, February 14.

O’Leary was honored at the 24th Annual Salute To Framingham in 2016, for her 15+ years of volunteerism in the community.
O’Leary was the president of the Framingham Education Foundation for nine years. The Foundation provided grant funding to Framingham Public School teachers and staff, pre-school through high school, who are developing dynamic and relevant approaches to delivering curriculum. In her role as president, she takes an active part in the grants program, the annual Town-Wide Spelling Bee, the Smith Poetry Contest and the Robotics Expo.
She was a 2010 graduate of the MetroWest Leadership Academy. She is a previous board member of Impact Framingham, Framingham Community Theater and the Framingham Public Access Corporation, which operates Access Framingham and the Framingham Education Channel.
O’Leary is a graduate of 1987 Suffolk University with a degree in Communications & Journalism.

The Sisitsky administration has been without an HR Director since day one of its administration on January 1.
Former HR Director Dolores Hamilton resigned in fall of 2021. Hamilton’s salary was $140,000 salary. She took a position in the Town of Stow that paid $90,000 annually.
Former Chief Operating Officer Thatcher Kezer III was the acting HR director through December 31, 2021.
The City Council voted in June to eliminate funding for the HR Director from the fiscal year 2022 budget as of December 31. The Council wanted to explore the possibility of merging the City and public school HR departments, and the half funded salary was a push by the legislative branch to get the executive branch of government to act.
