FRAMINGHAM – Mayor Yvonne M. Spicer announced tonight, April 16, she has appointed Michael D. Dutcher, a 23-year veteran of the Framingham Fire Department, as the new Fire Chief.

Dutcher has served as Acting Fire Chief since November 2019.

Before serving as Acting Fire Chief, Dutcher served in several positions with the Framingham Fire Department. He was the Assistant Chief, Fire Captain, Station Captain, Training Officer, Lieutenant, and Firefighter.

Since 2016, Dutcher also has held the titles of the Framingham Assistant Emergency Management Director and Operations Chief for the Central MA Technical Rescue Team. As the Assistant Emergency Management Director, he helps prepare City employees and residents for significant events like the current COVID-19 pandemic.

In his role as Operations Chief, for the District, he directs the operations of a group from 23 communities within the regional fire district, i.e., Framingham, Natick, Ashland, Wayland, Sherborn, Sudbury & Marlborough, among others. The team is responsible for specialized rescue (rope, trench, structural collapse & confined space) within the fire district and throughout the entire Commonwealth of Massachusetts.

“Michael Dutcher is the right choice for Framingham’s new Fire Chief,” said Mayor Yvonne M. Spicer. “I’ve had the chance to observe his leadership style, and he is someone that I consider a ‘quiet giant.’ He gets things done and inspires confidence in those he interacts with.”

“I’m proud to carry on Framingham’s long-standing history of excellence and public service,” said Framingham Fire Chief Michael Dutcher. “My Dad retired from the Framingham Fire Department as a Captain in 2002. I am honored to maintain the Fire Service tradition.”

Dutcher has a Bachelor’s degree from Framingham State University and is currently enrolled in the Master’s Degree program for Public Administration in Emergency Services from Columbia Southern University.

He has completed Fire Science Program coursework from Quinsigamond
Community College and is a Veteran of the U.S. Army and MA National Guard. Dutcher is a trained technical rescue specialist with expertise in rope, confined space, trench, and structural collapse rescue.

He also has expertise as an Emergency Medical Technician and in National Incident Management.

Further, he is a graduate of Effective Leadership development, Active Shooter/Hostile Event Training, and was awarded a letter of recognition by the Framingham Fire Department for life-saving actions while off-duty.
