FRAMINGHAM – Framingham Police promoted a trio of officers to lieutenant this morning, July 6.
Promoted to Police Lieutenant Rachel Mickens, Tom McCarthy, and Bob Sibilio.
A ceremony with family and fellow officers was held at Nevins Hall in the Memorial Building. Mayor Yvonne Spicer and Framingham Police Chief Lester Baker spoke.
Assistant City Clerk Emily Butler administered the oath of office to the trio of officers.
Lt. McCarthy was born and raised in Framingham and is a graduate of Marian High School. He began his career in 2000 and was a member of the Framingham Auxiliary Police. He worked for the Hull Police Department as a Special Police Officer before joining the Framingham Police in 2006.
While at the Framingham Police Department, Lt. McCarthy has been a member of the Mountain Bike Unit and the District 14 Dive-Rescue Team. Sgt. McCarthy has been assigned as a Pelham Officer, Field Training Officer, Patrol Supervisor, and Field Training Sergeant.
Lt. McCarthy holds a bachelor’s degree from Boston College and a master’s degree in criminal justice from Westfield State University.
His sister Sheila McCarthy pinned his badge on him during the ceremony.

Lt. Robert Sibilio graduated from the Boylston Police Academy 8th Municipal Police Officers Class in 2001.
He has a Bachelor’s Degree in Criminal Justice from Western New England College.
He started his career with the Marlborough Police Department and transferred to the Framingham Police Department in December 2003. As a patrol officer, Lt. Sibilio was assigned as a field training officer, a police mountain bike officer and a Commercial Motor Vehicle Inspector.
He was promoted to Sergeant in May of He served as a patrol supervisor on the midnight shift until March of 2015. He also supervised the department’s field training unit during this time period. From March 2015 until his current assignment with the detective bureau.
He was pinned by his daughter Sarah.

Lt. Mickens was born and raised in the City of Framingham and is a graduate of Keefe Tech High School.
She began her law enforcement career in 2006 volunteering as a Framingham Auxiliary Police Officer. She then worked for the department as a Dispatcher and was appointed as an Officer in 2008.
During her time with the department Lt. Mickens has been a member of the Emergency Management Team, and has worked as a School
Resource Officer, Field Training Officer, Patrol Supervisor, Dispatch Supervisor, and Administrative Services Supervisor.
While serving the City of Framingham Lt. Mickens has earned both the Letter of Merit and the Letter of Commendation.
She holds a Bachelor’s Degree from Worcester State University.
