FRAMINGHAM – Two more departure in the City of Framingham Planning Division. That makes eight employees who have left the division in the last 18 months.
October 8, was the City’s assistant conservation administrator’s last day and October 2 was the last day for the Planning Board administrator.
Jonathan Niro, who was the assistant conservation administrator, took a job in the private sector with Beta Group Inc. out of Worcester as an environmental scientist.
Niro had been the City’s assistant conservation administrator, under Conservation Administrator Robert MacArthur, since August of 2019. He previously was an environmental scientist with a Southborough company from September 2016 until August 2019. Prior to that he worked as the land management supervisor for the Town of Framingham from May to September 2016.
October 2 was the last day for Nate Eames, the City’s acting planning board administrator since January 2020. Eames was hired as an associate planner in June of 2017.

The Framingham Planning, Economic & Community Development Department consists of 13 positions, not counting two seasonal employees, according to City documents.
The City of Framingham has hired one new employee for the division, according to the HR department, since the fiscal year began on July 1.
Mollie Amaral was hired on September 28, 2020 as the Community Outreach Coordinator at a starting salary of $49,238.28.
In the last 18 months, eight employees have left the department, including its director Art Robert.
Robert, who had headed the department for 5 years, left on July 5, 2019. His replacement Kevin Shea did not start until December 23, 2019.
Other Departures
In August 2019, after five years with Framingham senior planner Marianne Iarossi left the City for neighboring Natick, in a lateral move.
During the summer of 2019, Community Development Coordinator, who oversees the City’s CDBG program, Nathalie Jean went on leave. At the time she complained about the “apartheid-like” working conditions in the Memorial Building under the Spicer Administration. She came back to work in the economic & community development department in the fall. Recently, she left the department, too.
In December 2019, Planning Board Administrator Amanda Loomis, after 6 years with Framingham, left to become the Town Planner in the Town of Lexington. Her position has not been filled. The City is now on a hiring freeze due to the coronavirus pandemic.
When Iarossi left the City of Framingham, Planner Sam Scoppettone was promoted to senior planner in September 2019. And in July 2020 he left. Scoppettone was hired in October 2015.
