FRAMINGHAM – At-large City Councilor Janet Leombruno wants the 11-member City Council to lead by example and take a 25% pay cut in fiscal year 2021, which start July 1.<\/p>\n\n\n\n

Leombruno, who is in her first year as a City Councilor, wants City Councilors to be paid $3,750 instead of $5,000 in fiscal year 2021, as a way to cut the Mayor’s proposed budget.<\/p>\n\n\n\n

The Mayor submitted a budget of $300.9 million budget up $4.5 million on April 30. <\/a><\/strong><\/p>\n\n\n\n

Earlier this month, Mayor Yvonne Spicer laid off 12 employees<\/a><\/strong> and cut the budget to $298 million.<\/p>\n\n\n\n

“I make a motion that we take a 25% cut in our stipends,” said Leombruno.<\/p>\n\n\n\n

The motion was only for the City Council stipends and not the School Committee stipends.<\/p>\n\n\n\n

“I know it is not a lot,” said Leombruno, but “it is leading by example.”<\/p>\n\n\n\n

The City Council’s Finance Subcommittee voted 4-1 to recommend the 25% stipend cut to the full 11-member elected City Council.<\/p>\n\n\n\n

District 2 City Councilor Cesar Stewart-Morales voted against the proposal.<\/p>\n\n\n\n

“That amount is defined in the Charter,” said Stewart-Morales. “I don’t believe we are able to do that.”<\/p>\n\n\n\n

He said if Councilors want to do that they could do it voluntarily. <\/p>\n\n\n\n

Stewart-Morales argued the money is defined in the charter and people knew they were going to earn $5,000 annually when they decide to run for office.<\/p>\n\n\n\n

“Unfortunately, we have been put in this impossible position of balancing the budget. It’s our job to put forth a sustainable budget that will not cripple us next year,” said Leombruno, after the meeting. “It didn’t have to go this way, but here we are. I believe we need to lead by example. It’s the right thing to do.”<\/p>\n\n\n\n

“All Councilors are not in the same position,” said the District 2 Councilor.<\/p>\n\n\n\n

The chair of the City Council earns a $7,500 stipend – 75% would be $5,625.<\/p>\n\n\n\n

District 4 City Councilor Michael Cannon said he supported Leombruno’s proposal “wholeheartedly.”<\/p>\n\n\n\n

“Making this decision for all the Councilors is not right,” said Stewart-Morales.<\/p>\n\n\n\n

All 11 elected City Councilors will have the opportunity to vote on this proposal in June.<\/p>\n\n\n\n

“Certainly we can check on if this is allowable, if it passes,” said City Council Finance Subcommittee Chair Adam Steiner, who represents District 3.<\/p>\n\n\n\n

Cannon said “perhaps the Mayor would follow suit.” <\/p>\n\n\n\n

The Mayor’s salary is just under $190,000 a year.<\/p>\n\n\n\n

The City of Framingham is anticipating a shortfall in revenue due to the pandemic.<\/p>\n\n\n\n

The finance subcommittee is going through the Mayor’s proposed $298 million budget <\/a><\/strong>looking for ways to cut to help taxpayers, many of whom are out of work and struggling to make ends meet themselves due to the pandemic.<\/p>\n\n\n\n

On Wednesday night, the 5-member finance subcommittee voted to reduce the City Council’s overall budget by about $62,500.<\/p>\n\n\n\n

The budget went from $332,349 to $269,973, about a 20% total cut.<\/p>\n\n\n\n

At-large City Council George P. King Jr. recommended the Council remove $10,000 from its already 10% reduced $25,000 budget line item for professional consultants. The motion passed the finance subcommittee.<\/p>\n\n\n\n

The subcommittee voted 4-1 to hire an auditor position, that is recommended in the City Charter, for only 4 months instead of 12 months of the fiscal year.<\/p>\n\n\n\n

The City Council has been unable to fulfill the position since it was advertised in spring 2018. The position was originally advertised as part-time, and most recently as full-time at roughly $70,000 a year.<\/p>\n\n\n\n

Stewart-Morales wanted the position completed eliminated. The motion was later amended to not hire the position until 2021 and to only hire it for 4 months of the fiscal year. It passed 4-1. Stewart-Morales voted against it.<\/p>\n\n\n\n

Councilor Cannon proposed cutting the Council’s auditor’s budget by $2,500 for a computer and $2,500 for furniture. It passed.<\/p>\n\n\n\n

Councilor Cannon proposed deleting the entire seminar, training & conference budget for the Council at $10,000. <\/p>\n\n\n\n

Councilor Stewart-Morales fought the elimination. He argued the conferences are valuable. <\/p>\n\n\n\n

A compromise was reached to cut the budget from $10,000 to $2,000. It passed.<\/p>\n\n\n\n

Every vote of the City Council’s Finance subcommittee is a recommendation to the full City Council to approve or reject. A vote on these budget recommendations will happen in June.<\/p>\n\n\n\n
