target=\"_blank\">Unprecedented Massachusetts unemployment projections set the stage for a state budget crisis<\/a>.\u00a0\u201cThe alternative is a state budget crisis of unprecedented severity.\u201d<br><\/p>\n\n\n\n<p>On April 2, the federal Bureau of Labor Statistics announced that 148,452 people in Massachusetts filed for unemployment insurance (UI) during the week ending on March 28, up from 4,712 during the first week of March.\u00a0<\/p>\n\n\n\n<p>At 8.6 percent, the Commonwealth ranked sixth in the country in terms of the percentage of its total civilian workforce making jobless claims. <\/p>\n\n\n\n<p> <strong>[broadstreet zone=&#8221;53820&#8243;]<\/strong> <\/p>\n\n\n\n<p> Nationally, the <strong><a href=\"https:\/\/framinghamsource.com\/index.php\/2020\/04\/02\/6-6-million-americans-file-for-unemployment-breaking-last-weeks-3-3-million-record\/\">April 2,\u00a0jobs report found that 6.65 million people filed for unemployment insurance during the same week, more than double what many economists expected.\u00a0<\/a><\/strong><\/p>\n\n\n\n<p>As a result, the total number of Americans seeking unemployment benefits has increased by more than five-fold in just two weeks. <\/p>\n\n\n\n<p> Even before the worse-than-expected jobs report, Federal Reserve Bank of St. Louis economist Miguel Faria-e-Castro\u00a0<a rel=\"noreferrer noopener\" href=\"http:\/\/r20.rs6.net\/tn.jsp?f=001P0UzjnUuNQ4BHvPOmHSEHl3qDdICIdQPqV6LwiPc5yI8FJBiBw0GEhJAAXIjpWWFjvjyEn4BF8iRFtLktqZYToyrQNB7bQ4Vgi7MVZAzXyiIWllQsKoOeK-Wh7_FAYpZIsMUHnH-n8JlI1O9HcThDFTEVVVPXwtPlf6sibPxcosPPU-Sl4NEG5eu3w9jrRO0AEf6QJARiD9ztiu9Wcw2avdaV0qljMiFa5Rqnt9Rscc4NyzpP3C_06re1wJLVLrG5eUEP9dVbkk=&amp;c=p-up86w7UEjCQFs6HQshzAXjD7gDbnt2U2SgaVthCcOavKszDVjKMQ==&amp;ch=X_O7Cd2yMlP2Q5b1HzFcb3bdspj6JwZhKMjDRmTfyFhhaHFBJH2LmQ==\" target=\"_blank\">estimated<\/a>\u00a0that national unemployment could rise to nearly 10 times the February 2020 rate of 3.5 percent.\u00a0<\/p>\n\n\n\n<p>This would be both the highest rate and the fastest rise in U.S. history.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"455\" height=\"655\" src=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/03\/virus.food_.source.house_.ad_.2020.jpg\" alt=\"\" class=\"wp-image-3730\" srcset=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/03\/virus.food_.source.house_.ad_.2020.jpg 455w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/03\/virus.food_.source.house_.ad_.2020-208x300.jpg 208w\" sizes=\"auto, (max-width: 455px) 100vw, 455px\" \/><\/figure>\n\n\n\n<p>Even during the Great Depression, it took four years for unemployment to increase from 3.2 percent before the 1929 stock market crash to 24.9 percent in 1933.<\/p>\n\n\n\n<p>Faria-e-Castro predicts that the number of unemployed Americans will rise from 5.76 million in February to 52.8 million in June.\u00a0<\/p>\n\n\n\n<p>If Massachusetts experiences a similar eight-fold increase in that time, about 975,000 state residents would be unemployed, which translates to a 25.4 percent unemployment rate.<\/p>\n\n\n\n<p> <strong>[broadstreet zone=&#8221;58610&#8243;]<\/strong> <\/p>\n\n\n\n<p>More than a quarter of the workforce being unemployed would trigger a severe state budget crisis.<\/p>\n\n\n\n<p>\u00a0In the Great Recession, during which Massachusetts unemployment rate peaked at 8.3 percent, the Commonwealth\u2019s income tax revenue fell from $12.5 billion in fiscal 2008 to $10.1 billion in fiscal 2010.<\/p>\n\n\n\n<p>Sales tax revenue declined by just 5 percent during that period, but the COVID-19 recession is fundamentally different because governments have effectively ordered non-essential businesses to close.<\/p>\n\n\n\n<p>Massachusetts is expected to receive $2.67 billion from the recently enacted Coronavirus Aid, Relief and Economic Security (CARES) Act.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"486\" height=\"606\" src=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/02\/taxes.source.house_.ad_.2020.png\" alt=\"\" class=\"wp-image-451\" srcset=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/02\/taxes.source.house_.ad_.2020.png 486w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/02\/taxes.source.house_.ad_.2020-241x300.png 241w\" sizes=\"auto, (max-width: 486px) 100vw, 486px\" \/><\/figure>\n\n\n\n<p>The legislation will also temporarily increase the federal matching rate for Medicaid, provide an additional $600 a week for up to four months to everyone collecting UI benefits, expand the categories of workers eligible for UI and fund an additional 13 weeks of benefits beyond the normal unemployment time limit.<\/p>\n\n\n\n<p>This would help state finances because UI benefits are taxable.\u00a0But the $1,200 rescue checks most adults will receive are not, and the law doesn\u2019t help Massachusetts fund the usual 30 weeks of unemployment benefits.<br>\u201cState block grants are a must,\u201d said\u00a0Pioneer\u00a0Executive Director Jim Stergios.\u00a0\u201cSpending the Commonwealth\u2019s $1.7 billion UI reserve or digging too deeply into the recently restored $3.3 billion rainy day fund
