{"id":20035,"date":"2020-10-08T21:49:53","date_gmt":"2020-10-09T01:49:53","guid":{"rendered":"https:\/\/framinghamsource.com\/?p=20035"},"modified":"2020-10-08T21:49:54","modified_gmt":"2020-10-09T01:49:54","slug":"subcommittee-mergers-mayor-spicer-councilor-stefaninis-sustainability-committee-proposals-into-one-document-for-full-council-to-approve","status":"publish","type":"post","link":"https:\/\/framinghamsource.com\/index.php\/2020\/10\/08\/subcommittee-mergers-mayor-spicer-councilor-stefaninis-sustainability-committee-proposals-into-one-document-for-full-council-to-approve\/","title":{"rendered":"Subcommittee Mergers Mayor Spicer &#038; Councilor Stefanini&#8217;s Sustainability Committee Proposals Into One Document for Full Council To Approve"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\"><strong>By Sydni Williams<\/strong><\/h4>\n\n\n\n<p>***<\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;51611&#8243;]<\/strong><\/p>\n\n\n\n<p>FRAMINGHAM &#8211; The Framingham City Council Environment and Sustainability Subcommittee on October 5 voted to recommend approval of a revised Framingham Sustainability Committee proposal to the full City Council. <\/p>\n\n\n\n<p>The 3-member board of\u00a0District 2 City Councilor Cesar Stewart-Morales, District 7 City Councilor Margaret Sheppard, and District 6 City Councilor Robert Case met via zoom on Monday night.<\/p>\n\n\n\n<p>In 2020, two proposals for a Framingham Sustainability Committee (FSC) were submitted; one by District 8 City Councilor John Stefanini and one by Mayor Yvonne Spicer. <\/p>\n\n\n\n<p>At the July 6 Environment and Sustainability Subcommittee meeting, both proposals were discussed and a decision was made to merge them into one proposal, which would be recommended to the full 11-member City Council. \u00a0<\/p>\n\n\n\n<p>Working off the Mayor\u2019s proposal, Stewart-Morales, Sheppard, and Case made various revisions.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"298\" src=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/banner.green_.source.house_.ad_.2020-1024x298.jpg\" alt=\"\" class=\"wp-image-13350\" srcset=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/banner.green_.source.house_.ad_.2020-1024x298.jpg 1024w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/banner.green_.source.house_.ad_.2020-300x87.jpg 300w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/banner.green_.source.house_.ad_.2020-768x224.jpg 768w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/banner.green_.source.house_.ad_.2020.jpg 1154w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>In the preamble: one statement read \u201cWhereas: Framingham residents want to be carbon neutral and produce net zero waste by 2050.\u201d <\/p>\n\n\n\n<p>The revised version now proposes \u201cFramingham residents want to be carbon neutral and produce net zero waste by 2050 or sooner.\u201d <\/p>\n\n\n\n<p>Stewart-Morales explained that 2050 is the Massachusetts state goal, however, the Framingham Sustainability Committee may want to be \u201cmore aggressive or bold.\u201d<\/p>\n\n\n\n<p>Councilor Stefanini\u2019s proposal had focused on creating a Committee from different city employees. <\/p>\n\n\n\n<p>The revised proposal outlines a committee of citizen representatives as it would \u201cwork in conjunction with the city employee committee\u201d  Stewart-Morales said, while still being a \u201ccitizen\u2019s organization.\u201d\u00a0<\/p>\n\n\n\n<p>The District 2 Councilor also explained the addition of a date, by which the Framingham Sustainability Committee will make recommendations to the Mayor. <\/p>\n\n\n\n<p>Each year, \u201cthe FSC shall provide recommendations to the Mayor, Energy Task Force and Sustainability Coordinator by October 1st of each year,\u201d the revised proposal reads. <\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;58892&#8243;]<\/strong><\/p>\n\n\n\n<p>This established date should allows for the Framingham Sustainability Committee\u2019s recommendation to be taken into account before budget considerations.\u00a0<\/p>\n\n\n\n<p>Under definitions, the added \u201cEnergy Task Force\u201d is defined as: \u201cAn internal energy working group, a group of city employees, made up of certain department heads and other individuals, or their respective designees, that meet no less than quarterly, to discuss and work together to advance the City\u2019s identified environmental and sustainability priorities. In addition to the sustainability coordinator, the members of the task force shall represent:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Capital projects and facilities management department<\/li><li>Public works department<\/li><li>Parks, recreation, and cultural affairs department<\/li><li>Framingham public schools<\/li><li>Any other city employee as the Mayor sees fit\u201d<\/li><\/ul>\n\n\n\n<p>Stewart-Morales believed the way for success is to have \u201cthese two committees, the one that\u2019s made up of city employees and the one that is made up of residents, with the common member being the sustainability coordinator.\u201d<\/p>\n\n\n\n<p>With these committees, the resident Framingham Sustainability Committee would be able to generate good creative ideas, while the Energy Task Force would do internal work to develop those creative ideas.<\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;59945&#8243;]<\/strong><\/p>\n\n\n\n<p>Beside the residents on the 9-member Framingham Sustainability Committee, the revised proposal adds that \u201cat least one FSC member shall be a youth between 16 and 25 years old.\u201d <\/p>\n\n\n\n<p>Stuart-Morales said that \u201cright now it\u2019s really younger people that are more passionate about some of the environmental issues.\u201d<\/p>\n\n\n\n<p>All of the Framingham Sustainability Committee\u2019s duties remain the same from the Mayor\u2019s proposal except for the added duty of the Framingham Sustainability Committee \u201cto establish, document, and maintain a set of short-term and long-term goals, which will be reviewed and updated annually as needed.\u201d<\/p>\n\n\n\n<p>CouncilorStefanini, who attended the October 5 Environment and Sustainability subcommittee meeting, gave his vocal appreciation for the proposal: \u201cI thought your proposal was excellent and it does a spectacular job of advancing even further to the point where the community has the voice and a way to implement that voice.\u201d<\/p>\n\n\n\n<p>Stewart-Morales then entertained a motion to recommend the revised proposal to the full City Council after consideration of Councilor Stefanini\u2019s proposal, the Mayor\u2019s proposal and the go solar petition. <\/p>\n\n\n\n<p>The motion was passed in a unanimous vote.<\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;59946&#8243;]<\/strong><\/p>\n\n\n\n<p><strong><em>Sydni Williams is a SOURCE intern and a St. Mark&#8217;s School student.<\/em><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Sydni Williams *** [broadstreet zone=&#8221;51611&#8243;] FRAMINGHAM &#8211; The Framingham City Council Environment and Sustainability Subcommittee on October 5 voted to recommend approval of a revised Framingham Sustainability Committee proposal to the full City Council.
