{"id":14630,"date":"2020-07-20T17:15:00","date_gmt":"2020-07-20T21:15:00","guid":{"rendered":"https:\/\/framinghamsource.com\/?p=14630"},"modified":"2020-07-20T18:07:35","modified_gmt":"2020-07-20T22:07:35","slug":"framingham-planning-board-delays-vote-on-apartment-moratorium-city-council-holding-hearing-tuesday","status":"publish","type":"post","link":"https:\/\/framinghamsource.com\/index.php\/2020\/07\/20\/framingham-planning-board-delays-vote-on-apartment-moratorium-city-council-holding-hearing-tuesday\/","title":{"rendered":"Framingham Planning Board Delays Vote on Apartment Moratorium; City Council Holding Hearing Tuesday"},"content":{"rendered":"\n<h5 class=\"wp-block-heading\"><strong>By Sydni Williams<\/strong><\/h5>\n\n\n\n<p>***<\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;51611&#8243;]<\/strong><\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;80100&#8243;]<\/strong><\/p>\n\n\n\n<p>FRAMINGHAM &#8211; The Framingham Planning Board decided to continue its public hearing on the proposed temporary moratorium of apartments until Thursday, July 23. <\/p>\n\n\n\n<p>The 5-member Board voted unanimously last week to delay its recommendation to 11-member Framingham City Council.&nbsp;<\/p>\n\n\n\n<p>The Planning Board&#8217;s Thursday, July 17th public hearing was to review and make recommendations to the City Council on the \u201cproposed temporary moratorium on the construction of multifamily dwellings.&#8221;<\/p>\n\n\n\n<p>The 11-member City Council will hold its own public hearing on the <strong><a href=\"https:\/\/framinghamsource.com\/index.php\/2020\/03\/30\/more-than-350-residents-submit-apartment-moratorium-petition-to-framingham-city-council\/\">petition submitted by residents<\/a><\/strong> on Tuesday, July 21.&nbsp;<\/p>\n\n\n\n<p>Written in late March by Framingham residents, the multifamily moratorium petition quickly gained over 350 signatures. Framingham has permitted or constructed more than 1,000 new multi-unit housing projects, through this petition residents requested the City to temporarily stop construction to study the impacts additional units have on municipal services, schools, and traffic.<\/p>\n\n\n\n<p>At the July 17 hearing, elected officials spoke first.<\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;53820&#8243;]<\/strong><\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;59982&#8243;][broadstreet zone=&#8221;59983&#8243;][broadstreet zone=&#8221;59984&#8243;]<\/strong><\/p>\n\n\n\n<p>First to speak was School Committee Chair Adam Freudberg, who said Framingham public school\u2019s \u201ccontinuous surge of student enrollment.\u201d  <\/p>\n\n\n\n<p>\u201cIn 2007,\u201d he said, &#8220;enrollment was 8,038\u201d and \u201cin 2018, it was 8,739.\u201d  This fall 2020, the framingham public school system is set to expect more than 9,300 students. \u201cBy the end of the decade,\u201d Framingham schools are projected to have over \u201c9,700 students,&#8221; Freudberg told the Planning Board.<\/p>\n\n\n\n<p>Then, Freudberg went on to explain the impacts of multi-family housing: \u201cOn average, FPS (Framingham Public Schools)&nbsp; reports 15 new students for every 100 units.\u201d <\/p>\n\n\n\n<p>With the continuous surge of enrollment, which could be intensified by multi-unit projects, Freudberg told the Planning Board that FPS reports \u201ca new school building is needed every 3 to 5 years.\u201d<\/p>\n\n\n\n<p>Freudberg offered 5 steps and step one is to &#8220;adopt the moratorium on apartments.\u201d <\/p>\n\n\n\n<p>Freudberg said the \u201cnew enrollment requires new funding for students, whether students are remote, in person, or hybrid.\u201d<\/p>\n\n\n\n<p>The City of Framingham&#8217;s Director of Community &amp; Economic Development and Planning Kevin Shea spoke next on the negative impacts of a moratorium and the positive impacts of more apartments.&nbsp;<\/p>\n\n\n\n<p>Shea clarifies that the multi-family construction is \u201cto be concentrated in existing downtown and village centers where infrastructure already exists.\u201d Therefore, multi-unit apartments would \u201csupport Transit Oriented Development\u201d and \u201cexisting or expanding public transportation options,\u201d Shea said.<\/p>\n\n\n\n<p>Shea outlined the need for more housing: \u201cEmployees of all kinds are looking for places where labor is available. As our economy is diverse, that means we need housing options at all price points in order to be an attractive place for businesses to locate.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"417\" height=\"524\" src=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/05\/home.week_.source.ad_.2019.png\" alt=\"\" class=\"wp-image-10235\" srcset=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/05\/home.week_.source.ad_.2019.png 417w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/05\/home.week_.source.ad_.2019-239x300.png 239w\" sizes=\"auto, (max-width: 417px) 100vw, 417px\" \/><\/figure>\n\n\n\n<p>Under Governor Baker\u2019s Administration state grant and funding municipalities on housing growth have been increased to incentivize housing production. Shea warned \u201ccommunities that have a moratorium on multi-family housing are\u2026 less competitive or outright ineligible for these state grants.\u201d<\/p>\n\n\n\n<p>Shea said adding residents and housing to our city will support our downtown businesses and Transit Oriented Development (TOD) plan. However, he said \u201cIf interest and development were to cease completely due to the moratorium, it would put the city further behind in keeping up with local demand for a range of housing options.\u201d<\/p>\n\n\n\n<p>Downtown Framingham Inc. Executive Director Courtney Thraen analyzed Framingham\u2019s relationship with business. She said \u201cFramingham is built on business\u201d and that our \u201ctax structure relies heavily on large successful corporations to keep the residential tax rate down.\u201d&nbsp;<\/p>\n\n\n\n<p>Although our \u201chomebred workforce totals 41,700\u201d, \u201cFramingham\u2019s big corporations and small businesses need access to local talent, workers that live and work here morning, noon, and night,\u201d Thraen said.<\/p>\n\n\n\n<p>Thraen said these large corporations \u201cmay see this moratorium as an anti-labor move that only adds to Framingham\u2019s long-standing anti-business reputation,\u201d which \u201ccould deter new corporate growth.\u201d<\/p>\n\n\n\n<p>Jack Hendler of Jack\u2019s Abby&#8217;s Brewing spoke next and brought a business perspective into the public hearing. Hendler admitted that although he and his brothers love \u201cthe community of Framingham, it\u2019s not an easy place to open a business nor does it have a positive reputation.\u201d<\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;59945&#8243;][broadstreet zone=&#8221;59946&#8243;][broadstreet zone=&#8221;59948&#8243;]<\/strong><\/p>\n\n\n\n<p>In Hendler\u2019s opinion, the moratorium drastically hurts the TOD (Transit-oriented development) plan set forth by Framingham leadership to support local businesses and \u201cthe progress made in the downtown area could be lost.\u201d <\/p>\n\n\n\n<p>\u201cPlease understand that this decision will have serious consequences on the long term development in downtown Framingham. We respectfully ask that in the event of a moratorium that the previously approved Transit-Oriented Development zone will be excluded,&#8221; said Hendler.<\/p>\n\n\n\n<p>Jim Giammarinaro, the President of the Metrowest Chamber of Commerce cautioned the \u201cmoratorium will not be loved by the Chamber\u2019s businesses and nonprofits.\u201d<\/p>\n\n\n\n<p>Framingham is still \u201cconsidered non-business friendly,&#8221; Giammarinaro said. &#8220;It&#8217;s difficult to grow in this area due to the lack of affordable housing.\u201d <\/p>\n\n\n\n<p>With employees, Giammarinaro said businesses will grow, but \u201cif we put the moratorium in place\u201d he added, \u201cwe jeopardize some of the goals we have about growth and economic development in Framingham.\u201d<\/p>\n\n\n\n<p>Amy Finstein, a Framingham resident, who is an architectural and urban historian, offered a middle ground opinion on the moratorium. <\/p>\n\n\n\n<p>Finstein said there are real concerns about the multi-family units and \u201cthe impacts on school, transit and all are more dire than general calculation might make us feel.\u201d&nbsp;<\/p>\n\n\n\n<p>Feinstein supported Hendler\u2019s ideas of excluding the TOD zone from a potential moratorium as she recognizes that we need to honor \u201cthe hard work that\u2019s gone into the Transit-Oriented Development zoning plan.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"505\" height=\"627\" src=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/130000.source.facebook.july_.NEW_.2020.png\" alt=\"\" class=\"wp-image-14065\" srcset=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/130000.source.facebook.july_.NEW_.2020.png 505w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/07\/130000.source.facebook.july_.NEW_.2020-242x300.png 242w\" sizes=\"auto, (max-width: 505px) 100vw, 505px\" \/><figcaption>SOURCE<\/figcaption><\/figure>\n\n\n\n<p>Michael Gatlin, chair of the Framingham Strategic Institiave &amp; Financial Oversight Committee (SIFOC), recommended the Planning Board vote against the proposed moratorium. <\/p>\n\n\n\n<p>Gatlin referred to the notorious reputation Framingham has with business: \u201cA moratorium takes the city back to the days when it was not welcoming to business and suggests that the city of Framingham is not really serious about being business-friendly.\u201d<\/p>\n\n\n\n<p>Mary Kate Feeney, a resident and small business owner, who was part of the group who put together the petition, asked the city to \u201ctake a pause\u201d on apartments in order \u201cto look at the impact multifamily units have on the community.&#8221;<\/p>\n\n\n\n<p>Speaking in support of the moratorium, she explained \u201cresidents are asking Framingham to take a look and figure out what the impacts are on the city services, on traffic, and on environmental concerns.\u201d <\/p>\n\n\n\n<p>Feeney said \u201cThis is not anti-business. It\u2019s not anti-downtown. It\u2019s not even anti-apartment &#8230; This is about getting our ducks in a row.\u201d<\/p>\n\n\n\n<p>District 7 resident Bill Lynch, who was part of the original team who started the petition said the moratorium \u201cwill affect more of the north side where the open space is and where there is more opportunity to build apartments.\u201d <\/p>\n\n\n\n<p>Lynch said \u201cif the residents think that it&#8217;s a good idea to put a pause on these apartments then that should be carefully considered.\u201d<\/p>\n\n\n\n<p>Following Lynch\u2019s testimony the public hearing was closed, and the 5 members of the Framingham Planning Board offered their opinions.<\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;58610&#8243;]<\/strong><\/p>\n\n\n\n<p>Speaking first, Planning Board member Joseph Norton said he saw both sides of the matter and needed more time to consider the information and testimonies.&nbsp;<\/p>\n\n\n\n<p>Aaron Bober agreed with Norton that the Board needs more time to review the different perspectives from citizens and the business community. <\/p>\n\n\n\n<p>Bober said he understood \u201cthe impact the general growth of the city has had on the schools. &#8230; \u201cI\u2019m leaning pro business and a nay to the moratorium, said Bober.<\/p>\n\n\n\n<p>Planning Board member Shannon Fitzpatrick recommended conducting the study without the moratorium, to which Planning Board member Tom Buie agreed. <\/p>\n\n\n\n<p>Fitzpatrick also acknowledges that although \u201cfrom a citizen point of view the intent is not to be anti-business that is the perception.\u201d&nbsp;<\/p>\n\n\n\n<p>\u201cI understand the concern about the stress on the schools and the traffic, but I think we have to be progressive\u201d and \u201cin this case, progressive means more development,&#8221; said Fitzpatrick.<\/p>\n\n\n\n<p>Planning Board chair Kristina Johnson expressed her support for transit-oriented development and said it \u201csends a clear message that Framingham is committed to reinvesting in our downtown and downtown adjacent neighborhoods.\u201d<\/p>\n\n\n\n<p>Johnson said multifamily developments will \u201ccreate vibrant neighborhoods with a diverseness of people.\u201d <\/p>\n\n\n\n<p>\u201cIn conclusion,\u201d Johnson said, \u201cI don\u2019t believe that it\u2019s in the best interest for the city of Framingham to move forward with this proposed moratorium.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"455\" height=\"655\" src=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/03\/virus.food_.source.house_.ad_.2020.jpg\" alt=\"\" class=\"wp-image-3730\" srcset=\"https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/03\/virus.food_.source.house_.ad_.2020.jpg 455w, https:\/\/framinghamsource.com\/wp-content\/uploads\/2020\/03\/virus.food_.source.house_.ad_.2020-208x300.jpg 208w\" sizes=\"auto, (max-width: 455px) 100vw, 455px\" \/><\/figure>\n\n\n\n<p>As members of the Planning Board needed extended time to decide on the issue, Johnson entertained \u201ca motion to continue the public hearing until Thursday July 23, at 7 p.m.<\/p>\n\n\n\n<p>All 5 members voted in favor of this motion and will take time until the next hearing to \u201csift through and digest information.\u201d&nbsp;<\/p>\n\n\n\n<p>***<\/p>\n\n\n\n<p><strong>Sydni Williams is a high school student at St. Mark\u2019s in Southborough.
