Tremblay: School Committee Discussion on Re-Opening Plan on July 1"},"content":{"rendered":"\n<p>FRAMINGHAM  &#8211; Today, June 24, <strong><a href=\"https:\/\/framinghamsource.com\/index.php\/2020\/06\/25\/updated-massachusetts-release-guidelines-for-2020-21-school-year-recommends-in-person-learning-to-start-hybrid-still-possible\/\">Governor Baker\u2019s office and the Department of Elementary and Secondary Education (DESE) released their initial guidance about reopening schools this fall.<\/a><\/strong> <\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;51611&#8243;]<\/strong><\/p>\n\n\n\n<p>&#8220;We applaud the level of thought and care that went into the development of this guidance, and share its goal of the safe return of as many students as possible to in-person school settings in order to best meet students\u2019 academic, social, and emotional needs,&#8221; said Framingham Superintendent of Public Schools to parents this afternoon in three lanaguges.<\/p>\n\n\n\n<p><em>Editor&#8217;s Note: Messages in all 3 languages are posted below<\/em><\/p>\n\n\n\n<p>I have included the \u201cInitial Fall Reopening Guidance\u201d document&nbsp;<a href=\"http:\/\/www.doe.mass.edu\/covid19\/return-to-school\/guidance.docx\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>. <\/p>\n\n\n\n<p><strong>[broadstreet zone=&#8221;53230&#8243;]<\/strong><\/p>\n\n\n\n<p>It is important to note that the Department of Elementary and Secondary Education (DESE) guidance is the&nbsp;<em>initial guidance<\/em>&nbsp;because the situation will change, guidance will change based on public health data, and there are numerous topics DESE said they had not yet covered (e.g., bus transportation, special education, English learners, electives, extra curricular activities, athletics, mealtime for students, process for handling a COVID-19 positive case, etc.) as they need more time to develop these guidelines as health data continues to evolve. <\/p>\n\n\n\n<p>Further direction is expected from the DESE in July.<\/p>\n\n\n\n<p>Here are the key points from the DESE initial guidance that I want to call to your attention:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Goal is for the safe return of as many students as possible, ideally ALL students, to an in-person setting in our schools with required social-distancing directives (ideally at 6-foot distancing, but minimally at 3-foot distancing)<\/li><li>The DESE guidance is informed by health experts and the medical community and the COVID-19 Command Center Medical Advisory Board<\/li><li>DESE requires that districts create three separate plans: 1. All students return five days per\/week with new public health measures; 2. Hybrid school model with a combination of in-person and remote learning; and 3. 100% Remote Learning. All plans must be submitted to DESE in August. We are awaiting further information on if or how these plans will be approved.<\/li><li>The Framingham Public Schools Back-to-School Task Force has already been working on multiple schooling models (full remote, full return, hybrid remote and in-school combination) in anticipation of required submission to the DESE<\/li><li>We will compare our early Back-to-School Plans with the initial guidance that was just released from the DESE and the anticipated July guidance from the DESE&nbsp;<\/li><li>We are working through these issues in unprecedented times which takes a great deal of time and planning. It will require patience and understanding among all of us<\/li><\/ul>\n\n\n\n<p><strong><strong>[broadstreet zone=&#8221;54526&#8243;]<\/strong><\/strong><\/p>\n\n\n\n<p>I know that there are many more questions than answers at this time, and we will continue to communicate with you in the coming weeks. <\/p>\n\n\n\n<p>Below are next steps for the Framingham Public Schools as it relates to our reopening planning:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Senior Leadership discussion to reconcile DESE guidance with draft FPS Back-to-School Task Force planning efforts resulting in a draft FPS Reopening Plan<\/li><li>Discussions with the Framingham Teachers Association (FTA) and the Framingham Administrators Association (FAA) to further refine the FPS Reopening plan<\/li><li>High level summary of work to date and discussion of the FPS Reopening Plan with the Framingham School Committee at their next meeting on July 1, 2020 at 7 p.m.<\/li><li>Community conversations and idea exchanges with school communities to hear from you and talk through these complex issues impacting everyone<\/li><li>Reconciliation of July DESE guidance\/directives with the draft FPS Reopening Plan to arrive at a final plan to submit to the DESE<\/li><\/ol>\n\n\n\n<p>Thank you for your continued patience and understanding.
