FRAMINGHAM – Framingham Police arrested a Framingham man and charged him with indecent assault and battery on a woman with a physical and an intellectual disability. The man also was charged with indecent exposure, after showing his genitals to the woman, according to court documents obtained by SOURCE.

Around 2 p.m. on Tuesday, December 27, Framingham Police and members of the Massachusetts State Police Violent Fugitive Apprehension Section (VFAS) Unit arrested Samuel Urizandi, 37 of 154 Second Street in Framingham, at his residence.

On December 24, Framingham Police detectives were called to an address in South Framingham for an a report of an assault.

The victim is a young woman, confined to a wheelchair, according to court documents SOURCE obtained.

The victim told police while at Urizandi ‘s home, he “put his hand down the front of her pants.”

The victim told Police she did “not consent to this.”

Later, Urizandi “exposed his penis” to the victim, while his wife was in the kitchen, the victim told Police.

Urizandi then whispered in the victim’s ear for her not to tell his wife, according to court documents.

At that point, the victim, upset, called her mother to pick her up at the Framingham house, according to court documents.

While waiting for her mother to come pick her up, the victim did tell the wife what happened, according to court documents.

Police noted in their report that the victim is “confined to a motorized wheelchair and is therefore severely limited in her physical defense against an assault.”

When Police came to the Urizandi’s house, the wife told Police that this was a case of “he said, she said” and that Samuel Urizandi was not home.

Police Officer Keith Strange wrote in his report the victim “was upset and embarrassed while telling me what happened. She asked me if she did anything wrong and I advised her she did not.”

Urizandi was arraigned in Framingham District Court on Wednesday, December 28, and held with no bail, according to court documents.

His driver’s license was revoked, prior to his arrest on December 27, according to court documents.

Besides the Framingham charges, there was a default warrant for his arrest out of Worcester District Court (drug charge) and one out of Westborough District Court for his fifth offense for operating a motor vehicle while under the influence.
