FRAMINGHAM – The City of Framingham is advertising again for the Citizen Participation Officer job, but this time the salary is higher.

The salary is now posted as an M8 with a range of $73,532 to $82,810.

The City of Framingham posted the CPO position in mid-August with a salary range as $66,848 to $73,805.

SOURCE reported earlier this week, that the person the Sisitsky administration identified, and the City Council approved, opted not to take the job.

The City of Framingham began advertising again on November 17.

“Under the direction of the Mayor and the Chief Operating Officer, and working with City departments, boards, and commissions, the Citizen Participation Officer develops and implements communication and outreach strategies to enhance public engagement, process citizen complaints and inquiries, and ensure compliance with public notice requirements. This position will also analyze data on citizen engagement, complaints and inquires, and shall regularly report on such data. The Citizen Participation Officer is often the initial contact and liaison for constituents,” noted the job description posted.

In January, Mayor Charlie Sisitsky nominated multilingual Keziah Franca to be the administration CPO. The City Council approved the nomination in February. She resigned this summer, to return to the Framingham Public Schools.

The City of Framingham’s first-ever Citizen participation Officer resigned in October 2021, just before Sisitsky was elected Mayor. Her salary was roughly $69,000.

Essential Functions:

• Develop and execute outreach and education programs to ensure broad public participation in Framingham’s municipal government, ensuring a wide range of voices, experiences, and backgrounds are engaging with the City’s municipal leadership.

• Devise and implement strategies to increase City government participation by underrepresented residents.

• Provide support for individuals interested in being involved in local government.

• Establish, develop, maintain, and enhance strong and trusted external relationships with individuals and organizations necessary to accomplish the Mayor’s short and long-term goals, including; local, state, and federal elected officials, policy makers, and key staff.

• Provide excellent internal and external customer service. Create a positive experience for constituents and collaborators through professional and courteous behavior and creative problem resolution.

• Attend community events hosted by the City, other City agencies, community organizations and ethnic minority groups to provide education on City services and information on City initiatives.

• Lead and organize community meetings when required.

• Coordinate the citywide Citizen Survey, requiring strong knowledge in survey development and using other tools to gather feedback from the community and to improve service delivery

• Assist with citywide social media to engage residents on various community issues and responding to questions, concerns and requests for information. • Coordinate the Mayor’s emails regarding legislative affairs, correspondence and requests.

• Serve as an immediate contact for residents calling the City for assistance and serve as a representative of the Mayor.

• Respond to citizen requests, prepare response letters and e-mails on behalf of the City and personally communicate with residents on a regular basis.

• Establish and maintain close working relationships with all departments to resolve problems and conduct follow-up to coordinate timely responses to citizen inquiries and requests.

• Identify needed assistance, equipment and technology to support public outreach and communication.

• Assist with office administration, including answering telephones and greeting visitors.

Applicants should have a “Bachelor’s degree in public affairs, communications, or public administration, at least 3 years of experience working in community relations, local government or related field. The “ability to communicate in Spanish or Portuguese strongly preferred.”
