BOSTON – Massachusetts Governor Charlie Baker has ordered that the United States of America flag and the Commonwealth of Massachusetts flag be lowered to half-staff from sunrise until sunset at all state buildings on Friday, April 1, 2022, the day of interment, in honor of United States Navy Petty Officer Francis D. Joseph, formerly of Springfield, who passed away on March 8, 2022 in Panama City, Florida.

Petty Officer Joseph will be laid to rest at the Massachusetts Veterans Memorial Cemetery, Agawam, with U.S. Navy Honors being rendered on this date.

This gubernatorial order applies to:

1.  The main or administration building of each public institution of the Commonwealth, e.g. town and city halls

2.  Other state-owned or state-controlled buildings

3.  All state military installations
