FRAMINGHAM – Framingham Police observed a motor vehicle stopped at an angle in the roadway at Columbia and Irving Street on Friday morning, August 27.

The officer went to investigate and observed the driver “slumped over in the front seat,” said Framingham Police spokesperson Lt. Rachel Mickens.

The officer was able to get the driver’s attention and after a brief investigation determined that he was under the influence of narcotics, said Lt. Mickens.

Police arrested at 8;30 a.m. James Simmons, 53, of 11 Arcade Street of Whitinsville. He was charged with operating a motor vehicle while under the influence of drugs, negligent operation of a motor vehicle and possession of a Class A drug.

The officer located drug paraphernalia and a small bag of what appeared to be heroin (Class A), said Lt. Mickens.
