A retired lieutenant colonel , he came to Framingham in 2008 after four years as the Sudbury’s director of veterans services. Harvell is a 23-year veteran of the U.S. Army.

Craig Sullivan was the Assistant Director under Harvell, when Framingham was a Town. A U.S. Coast Guard Veteran, Sullivan was named interim director when Harvell left, and eventually was appointed Director of the Veterans department by Mayor Yvonne Spicer in 2018.
