FRAMINGHAM – Framingham Police arrested a Lynn man Monday night, May 10, on a charge of operating a motor vehicle while under the influence of crack cocaine.

Police received a call for a well being check of a person parked in the Seasons lot at 846 Concord Street around 9:30 p.m.

Police officers found the man “asleep behind the wheel and not moving,” said Framingham Police spokesperson Sgt. Rachel Mickens.

“After speaking with the subject determined to be under the influence of drugs,” said Sgt. Mickens.

Police arrested Steven Smith, 44, of 9 Autumn Street of Lynn. he was charged with operating a motor vehicle while under the influence of drugs and possession of a Class B drug.

Police officers also found drug paraphernalia and crack cocaine, in the vehicle.

The police officer who made the arrest is a drug recognition expert, said Sgt. Mickens.

Officers make a determination if someone is under the influence of drugs “based on factors that present themselves at the time such as behaviors, appearance, speech, presence of drugs/drug paraphernalia, witness accounts, statements by the individual,” said Sgt. Mickens.
