Case To Chair New Framingham Strategic Initiative and Finance Oversight Committee

FRAMINGHAM -Today, April 25, Mayor Yvonne M. Spicer announced Robert Case, will be the chair of the new Strategic Initiatives and Financial Oversight Committee (SIFOC).

Case will serve a 3-year term, said the Mayor in a press release.

The new committee was created by the City’s Charter.



Case has more than a decade of finance experience, working for an international asset management firm. He is a long-time Framingham resident who served on the Framingham Ways & Means Committee (April 2015- December 2017) and as Precinct 8 Chair for Framingham Town Meeting (April 2015-December 2017), said the press release.

Case resides in District 5.

He ran for City Council against the current City Council Chair Dennis Giombetti in 2017.

Additional Mayoral Appointees’ Terms Include:
 Michael G. Gatlin, JD, holds the member of the local business community seat for a term of two years. Gatlin resides in District 6.
 Mahmood M. Akhtar, P.E., serves in the at-large seat for a term of one year. Akhtar resides in District 3.

City Council Appointees’ Terms Include:
 James Culhane, CFA, serves in the expertise in finance seat for a term of one year. Culhane resides in District 6.
 Mary Kate Feeney holds the member of the local business community seat for a term of three years. Feeney resides in District 3.
 Gerard E. Desilets, JD, serves in the in the at-large seat for a term of two years. Desilets resides in District 5.

School Committee Appointees’ Terms Include:
 Joel Francis serves in the expertise in finance seat for a term of two years. Francis resides in District 2.
 Darlene Umina holds the member of the local business community seat for a term of one year. Umina resides in District 1.
 David Kilkis serves in the at-large seat for a term of three years. Kilkis resides in District 1.

The first meeting of the committee is scheduled for Monday., April 29 at City Hall. The public may attend.

The SIFOC will advise the Mayor, City Council and School Committee on the status of Framingham’s long range strategic plan in accordance with Article III, section 11(b) of the Charter, the state of the municipal economy, sufficiency of municipal revenues, and other fiscal matters that may from time to time be referred to it by the Mayor, City Council and School Committee.
