FRAMINGHAM – The 11-member Framingham City Council unanimously voted to send the Transfer of Development (TDR) proposal back to the City of Framingham’s Planning Board last night, July 17.
The vote was 9-0-1, with District 8 City Councilor Judy Grove abstaining. District 9 City Councilor Edgardo Torres was not present, due an illness.
District 1 City Councilor Charlie Sisitsky, who chairs the Council’s subcommittee on planning and zoning, made the motion to refer the TDR proposal back to the Planning Board. stating he didn’t think there were the necessary 8 votes needed to pass the measure.
Zoning changes require a 2/3rd approval vote, under the City charter.
If the Council had voted to reject the TDR measure, it could not have presented the TDR before the Council again for two years, so a motion to send it back to the Planning Board, allows the proposal to be changed to be re-voted on at a later date.
Framingham Mayor Yvonne Spicer has taken no public position on the TDR proposal.
During the public hearing on July 10 and again last night, several residents spoke out against the TDR and a few residents spoke in favor of the TDR.
