Framingham, MA – In accordance with the Home Rule Charter Article III: Executive Branch, Section 3a, ”The mayor shall appoint, subject to review of the appointments by the council under Article II, all municipal officers, division heads, department directors employees and members of multiple-member bodies form who no other method of appointment or selection is provided by the charter, excepting only persons serving under the school committee, and persons serving under the council. Except as may otherwise be required by the civil service law, appointments or re-appointments made by the mayor shall be for indefinite terms, excepting persons categorized as division heads and department directors who shall serve three-year terms, and the chief financial officer, city solicitor, chief operating officer and citizens participation officer who shall serve coterminous with the Mayor.”
Mayor Yvonne M. Spicer is pleased to announce that Christopher J. Petrini has been appointed City Solicitor and Mary Ellen Kelly has been appointed Director of Administration and Finance.
Mr. Petrini has served as Town Council to the Town of Framingham from 2001 – 2017, prior to serving as Town Counsel, Mr. Petrini was a member and former chair of the Framingham School Committee and the Framingham Board of Selectmen. Mr. Petrini is a cum laude graduate of Georgetown University (A.B.), and a high honors graduate of Duke University School of Law (J.D.), where he also earned his master’s degree in philosophy. After law school, Mr. Petrini served as a Judicial Law Clerk for the Hon. Theodore M. McMillian of the United States Court of Appeals for the Eighth Circuit. Several of the opinions that Mr. Petrini drafted for Judge McMillian received national attention. Mr. Petrini is a Past President of the Massachusetts Municipal Lawyers Association (MMLA) and serves on its Executive Board. Mr. Petrini also is an elected Regional Vice President for the International Municipal Lawyers Association, representing the First Circuit.
Ms. Mary Ellen Kelley has 30 years’ experience in government finance and has been the Town of Framingham Chief Financial Officer for 12 years. As Chief Financial Officer, Ms. Kelley managed the Finance Division, directing all accounting, audit, budgeting, purchasing, treasury and collection, and property assessment functions of the Town. The Chief Financial Officer and her staff develop capital and operating budgets, financial reporting, cash management and investment, and dissemination of all financial information to the public. The responsibilities in the new position as Chief Financial Officer /Director of Administration are similar with the added management of Technology Services.
Prior to her work as Chief Financial Officer for the Town of Framingham, Ms. Kelley was the Chief Financial Officer for the Registry of Motor Vehicles; responsible for the collection of over $1 billion in revenues and distribution of financial resources over 39 locations across the state.
Ms. Kelley has an MBA from the University of Massachusetts – Boston, a Certificate in Local Government Leadership and Management from Suffolk University and a Certificate in Government Auditing from UMASS Boston.
