As Spicer will be out of state for several days, the Charter requires her to submit a letter to the City Council and to the City Clerk designated a “qualified municipal officer” to be acting Mayor.

The City Clerk said the letter was filed and CFO Mary Ellen Kelley was designated as the acting Mayor.
