FRAMINGHAM – Framingham Chief Finance Officer Mary Ellen Kelley’s appointment was set to expire on June 30.
Framingham Town Manager Bob Halpin re-appointed Kelley to the position, with the concurrence of the Framingham Board of Selectmen last night, June 20.
“I sought the advice of Town Counsel as to whether under the transition provisions of the new Charter I had the option of appointing Mary Ellen to the position through June 30, 2018,” Halpin told Selectmen on Tuesday night. “My rational was that the incoming admission will need to advance a budget proposal for FY 2019 as early as May 1, 2018 and that there was value in creating an overlap of 6 months.”
“While he agreed that there was value in creating overlap, Town Counsel did not feel that the transition provisions did not support my authority to make an appointment. He rightly noted that the incoming Mayor has the option of continuing Mary Ellen’s appointment following December 31,” explained Halpin to the Selectmen.
Earlier this year, voters approved Framingham transitioning from a town to a city.
Voters will elect Framingham first Mayor in November.
The position of Chief Finance Officer would be under the direction of the Mayor as of January 1, 2018.
