The Framingham Charter Commission, 9 individuals elected by the public, are reviewing options to change the form of government in Framingham from a town to a city.
The Commission is leaning toward presenting a 13-member City Council to voters to approve in spring 2017.
On Monday night, the Commission will wrap up its initial draft of a legislative branch proposal that will go before voters.
To help the Commission, a survey has been created with five questoons.
