FRAMINGHAM – Framingham Public School District is advertising for a project manager in the Building & Grounds Department.

The Buildings & Grounds Project Manager is responsible for managing multiple aspects of the planning, design, budget, renovation, and installation processes for the Project Management unit in the Building & Grounds Department, according to the job posting.

The Project Manager reports to and assists the Director and/or their designee, with long-range project planning, and represents the Department interacting with a variety of constituents including executive administration, City and School Departments, District staff, principals, and other members of the community.

The full-time position has a salary range of $75,000 to $90,000.

Applicants must hold, or be able to obtain within one year of employment, an MCPPO Certification and must possess a Class D Motor Vehicle Driver’s License.

Minimum 3 years experience in a similar role. Knowledge of Massachusetts State Procurement Laws, Construction and/or Project Management processes, BeSafe, SmartSheets, BlueBeam, etc.  Experience as an Owner’s Project Manager in chapter 149 construction projects is preferred but not required. 

The project manager supports the management of various construction projects District-wide from inception to occupancy, including:

Administrative Responsibilities:

  • Prepare charts, graphs, and supportive documents for any presentation including but not limited to: budget matters and School Committee meetings, and requests from community members
  • Create graphics, brochures, flyers, and signs for the Department
  • Grant management including the preparation of grant applications and/or amendments, audit preparation, track expenses, and maintaining files
  • Organize and maintain significant volumes of monthly reports and correspondence(s)
  • Prepare documents in Microsoft Office, Word, Excel, PowerPoint, Publisher, Google Docs, MUNIS, X2, BlueBeam, and other software specific to the Department
  • Prepares and publishes public notices, meeting agendas, and packets for all sub-committee meetings (i.e. RFQ’s, RFP’s, IFB’s, etc)
  • Coordinates materials for audits and DESE Coordinated Program Reviews
  • Attend MEPS meetings and provides budgetary information for existing and future capital projects
  • Purchase furnishings for all schools district-wide and scheduling of deliveries
  • Reconcile and close out all assigned Capital Projects

  • Generates purchase orders to support capital projects, revolving and operating expense projects
  • Develop Capital chart and continuously updates information throughout a project to completion
  • Point of contact person, as assigned, between City, Mass. School Building Authority Administration and OPM for new Construction projects
  • Coordinate public forum events for construction projects
  • Support Director and/or their designee, in supplying and generating all needed documentation for Mass. School Building Authority projects and Statements of Interest
  • Schedule meetings for the OPM design team with all Department Heads for updates on Construction Projects. Prepares packets for disbursement for OPM team meetings
  • Support the development of building use permits
  • Support the creation of purchase orders not associated with projects assigned
  • Provide support, when needed, to Payroll Manager

Project Administration and Support:

  • Support the development of project scope, budget, timeline, and obtaining necessary approvals
  • Collaborating with Director and/or their designee, on RFP, RFQ, IFB, etc. development and vendor selection
  • Provide contract management for projects
  • Enter and maintain PO’s in support of project contracts
  • Process project invoices as necessary
  • Serve as the point of contact between Department and external consultants/vendors
  • Facilitating project meetings with appropriate internal and external stakeholders
  • Providing routine project updates to Director and other Departmental staff to avoid any delays or issues
  • Act as Owner’s Project Manager on chapter 30,39M and 149 construction projects, as assigned
  • Ensuring proper close-out of all projects, including final punch list and close-out documents

Oversees work of architects, engineers, contractors, and other external service providers:

  • Supporting the management of performance under contract
  • Coordinating review and approvals of design documents and cost estimates
  • Ensuring adherence to City and State policies, procedures, safety guidelines, and construction safety procedures
  • Obtains necessary approvals for job approval, change orders, and invoice processing

Assist with capital planning by:

  • Identifying project needs and deficiencies
  • Estimating project needs
  • Providing feedback and information to Director and/or their designee that will help in classifying and prioritizing major projects
  • Providing support in the creation and development of presentations
  • Researching and providing support in background material development for project requests/submissions

Other:

  • Assume additional responsibilities as directed by the Director of Buildings & Grounds, and/or their designee.
